Ada County Highway District (ACHD), which serves the Boise, Idaho region, knows a thing or two about maintaining pavement. Since 2000, population has grown a whopping 85%, yet ACHD has been able to successfully scale its operations and maintain an impressive Pavement Condition Index (PCI) of 78.
